The Tourism Events Unit is an office of the Tourism Division of the Department of Tourism and Leisure.
It is now based at St Andrews House in Douglas:-

Role of the Tourism Events Unit
The role of the Unit is to organise, support and assist with the creation and maintenance of special events which contribute to the overall aims of the Department.
What is a ‘Tourism Event’
A Tourism event is any event which has a specific aim to a defined target audience. It’s subject is largely immaterial, the role of its target audience can be participating or spectating, or a mixture of both.
Although the majority of our events are sporting events, the full list is much more varied, from the world famous TT races to Chess Congress and Bridge competitions. If it has a benefit to the Tourist Industry we’ll certainly consider it.
It is important to the Division that any event we support has some benefit to the Tourism Industry. Our level of support is measured against that benefit.
